Oulu University of Applied Sciences Document Publicity Description
The purpose of the document publicity description is to assist in submitting information requests to the Oulu University of Applied Sciences (Oamk). The document publicity description helps to specify and direct information requests. Implementing the transparency of administration and publicity of documents, this description details the information pools and case registers in accordance with the Act of Information Management in Public Administration (906/2019) Section 28. The description includes the datasets and documents of Oamk that are applied under the Act on the Openness of Government Activities.
Oamk Case Register
Oamk Case register is a logical entity that consists of cases and their metadata that are processed in multiple information pools and information systems. Data belonging to the case register can be found in the case processing system, operative information systems and paper material. The cases that are or have been under processing in Oamk are maintained in the case register and individualized with a case identifier.
Submitting an information request to Oamk
The section ‘Information Pools’ describes what kind of datasets are processed in each information pool. Based on these descriptions, you can direct your information request to the appropriate information pool. If you are unsure of the proper contact channel, you can submit your request to the Oulu University of Applied Sciences Registry Office at kirjaamo@oamk.fi. Your request will be forwarded to the right address.
In your request, specify the desired documents/information as accurately as possible. For example: the name or title of the document, the date or time frame, and who has created the document. The Oulu University of Applied Sciences is obligated to respond to the information request as soon as possible and no later than two weeks. If a request concerns a large number of documents or the request is unusually labor-consuming, Oamk has a month to reply to the request.

Information pools are datasets and dataset collections formed for a certain purpose out of data that is logically or physically connected. Datasets consist of documents and other data that are managed with information systems or manually.
Some of the datasets contain information that is confidential under the Act on the Openness of Government Activities (621/1999) Section 24, or other such statutes.
Administration information pool
Datasets: administrative matters’ management, planning, organisation, implementation, development, decision-making and management, quality management, domestic and international cooperation
Personnel information pool
Datasets: management of personnel matters, employment relations, matters related to salary, remuneration and compensation, competence development, occupational health and safety matters
Economic affairs information pool
Datasets: finance management, planning and monitoring of Oamk’s economy, tax matters, funding and finance, accounting and payments, asset management, procurements, selling of own services and products
Legislation information pool
Datasets: monitoring legal interests
Information management information pool
Datasets: data safety, data protection, records management and archive, maintenance and support for IT systems
Communication information pool
Datasets: marketing and communication
Safety and security information pool
Datasets: facilities safety, civil defense and emergency preparation
Education and library information pool
Datasets: planning and developing education and teaching, admission, arrangement of teaching, support services for students, discipline and revoking the right to study, student exchange, verifying degree and diplomas, Open University of Applied Sciences, continuing education, alumni activities, publishing services
Research and development information pool
Datasets: Management and planning research and development operation, project operation and research financing, research ethics, management of intellectual property rights, research permits
